Carole Karbonik Headshot

Carole Karbonik

Chair, Board of Directors

Carole Karbonik has been a Director on Covenant Foundation’s Board since October 2016 and attributes her motivation to her work with the foundation to her dad who spent many hours as a patient in several Covenant facilities before he passed away. The care and compassion that was extended to her and her family during this time has instilled a deep sense of gratitude that has inspired her to support the tremendous work of Covenant Health, Covenant Care, and Covenant Living through the foundation.

Carole has practiced law in Edmonton, first in private practice and for many years now, as General Counsel at Edmonton Catholic Schools. In addition to providing legal services to the Division, she is also part of the Division’s senior management team that assists with the overall operational leadership of the Division.

Carole is married to her best friend, Jason, and considers her most spectacular achievement ever to be that she is the mom to three amazing daughters, all of whom are a source of immeasurable joy, laughter, and love.

Carol Moen, P.Eng

Director and Chair, Governance & Human Resources Committee

Carol Moen is a Professional Engineer with more than 25 years of experience in the global petrochemical industry and the ethic of Responsible Care. She is a proven leader and brings vast experience in leadership, governance, and strategy. She pursues volunteer board opportunities strategically, focusing on areas of impact for Albertans and opportunities to develop new knowledge.

In her role as a Covenant Foundation Board Director and member of both the Governance and Strategic Priorities Committees, Carol upholds the critical work that Covenant Foundation does to elevate the tools available to the healthcare system and support those who work in them.

Carol also dedicates her time to the Alberta Board of Skilled Trades where she is the appointed Board Vice Chair, and to the Excel Society as a Board Director and Chair of their Governance Committee, in addition to her current role as the President & CEO of Women Building Futures, an established non-profit with a mission of economic security for women.

Dan Bokenfohr Headshot

Dan Bokenfohr is a dedicated advisor and strategic problem solver with a commitment to the Edmonton community. He is the Chair of the Advisory Board for the Salvation Army Edmonton, coach for the Hawks Athletic Club and is a former coach for the St. Albert Ringette Association.

Known for his practical advice and unrelenting advocacy, Dan leverages his expertise in labour, employment, workers’ compensation, and occupational health and safety law to deliver measurable results for his clients. Dan is an accomplished litigator and advisor to both union and non-union employers, well-versed in termination disputes, human rights complaints, grievance arbitrations, labour board matters, and workplace investigations.

Dan advises employers on corporate reorganizations, employee terminations, and employment agreements. He has an impressive record of defending wrongful dismissal actions on behalf of employers and prosecuting such actions on behalf of employees. He also assists with drafting and implementing employment contracts, non-competition and confidentiality provisions, and general employment policies.

Dan frequently represents unionized employers in labor arbitrations, bringing deep knowledge of arbitration rules, industry experience, and the diplomatic communication skills that are vital in an arbitration setting. He also advises clients on matters before the Alberta Labour Relations Board, including union certification, unfair labor practices, strikes, lockouts, and successorship applications. He also provides guidance on workers' compensation matters, such as disputed claims and cost relief applications, before the Workers’ Compensation Board and the Appeals Commission for Alberta Workers’ Compensation.

Dan understands that few things are more important to an individual than their livelihood, and few things are more important to the success of an organization than recruiting, retaining, and motivating a highly skilled and talented workforce. Dan brings this mindset and his wealth of experience to the Covenant Foundation Board of Directors where he helps provide tailored, pragmatic guidance to help the foundation be in the best possible situation to support excellence in health care across Alberta.

Director and Chair Audit, Finance and Investment Committee

As Chief Financial Officer and Chief Innovation Officer at The Driving Force Group of Companies, Jacob Coonan leverages his extensive expertise to advance the company's strategic vision. He provides financial oversight, supports key growth and technology initiatives, and drives operational efficiency across core business platforms.

Before joining The Driving Force Group in 2018, Jacob began his career at KPMG, where he spent eight years in progressively senior roles. He then transitioned to the corporate sector as Vice President of Finance at McCoy Global, a TSX-listed international oil and gas equipment and service provider. He quickly advanced to Chief Financial Officer and later became Senior Vice President of Product Delivery. During his tenure at McCoy Global, Jacob was involved in numerous strategic initiatives such as international expansion, mergers and acquisitions, business restructuring, and the transformation of business processes.

Jacob brings his extensive experience and leadership to the Covenant Foundation Board of Directors, providing strategic guidance to propel the organization closer to its mission of supporting vibrant communities of health and healing.

Patrick Dumelie Headshot

Patrick Dumelie is the Chief Executive Officer of Covenant Health, Covenant Care and Covenant Living. Together, these organizations are one of the largest Catholic providers of health care in Canada. With a combined budget of over $1 billion, the Covenant family is a trusted provider of health care and seniors' services in Alberta and a strategic partner in the integrated health system serving the province. Inspired by the Sisters who founded health care in Alberta over 150 years ago, Patrick is committed to advancing the contribution and leadership of Catholic health care in Canada, providing compassionate care with a focus on those most vulnerable and marginalized.

Patrick led the highly successful merger of 12 Catholic healthcare organizations in Alberta to establish Covenant Health as a vital provincial partner in 2008. Under Patrick’s leadership, the Covenant family has also grown in service to encompass Covenant Living, a provider of seniors’ retirement housing, and Covenant Care, a separate organization created in 2013 to meet the needs of Alberta’s growing seniors' population.

Patrick has fostered a mission-inspired culture shaped by enduring core values, supported by visionary leadership, and leading with innovative approaches to effectively deliver quality, patient-centered care. Under his leadership, Covenant works effectively in partnership with communities, the provincial health authority, and the Government to strengthen and transform the healthcare system and provide quality, compassionate care to Albertans—especially those most vulnerable. Over the past decade, Covenant has emerged as one of Alberta’s Top 80 Employers for multiple years, has been consistently named one of Canada’s 10 Most Admired Corporate Cultures ™, and is recognized as a World's Most Ethical Company ®.

Patrick offers his strategic and healthcare expertise and leadership as a Board member of HealthCare Can and Alberta’s Catholic Social Services and as Chair of the Christian Health Alliance of Alberta. He holds an MBA from Queens University and a Bachelor of Administration from the University of Regina and received the Midcareer Leadership from the Catholic Health Alliance in 2013. Patrick’s extensive healthcare career includes serving as President and Chief Executive Officer with Edmonton’s Caritas Health Group until 2008 and as Chief Operating Officer and Vice-President in the Regina Qu’Appelle Health Region.

Director

Rob Cole, a director of Auka Capital Corp. and partner in a waste-to-energy technology organization, brings over 25 years of experience in finance and wealth management. He holds a Bachelor of Arts and Bachelor of Commerce from the University of Alberta, and an MBA in Finance from the Australian Institute of Business. His current focus is on capital markets, specifically impact investing. He also helps individuals navigate the complex investment industry and provides advisory services for enterprising family businesses.

Rob believes in giving back to the community; He has held roles with the Edmonton Community Foundation, Edmonton Chamber of Commerce, Make a Wish Foundation, and NAIT, as well as serving as a coach and board member in amateur sports.He also serves on the boards of the Alberta Social Enterprise Venture Fund and the Alberta Hotel Lodging Association Services Corporation.

Rob's dedication extends to his work on the Covenant Foundation Board of Directors and the Audit, Finance, and Investment Committee. His commitment to Covenant Foundation is deeply personal, inspired by the outstanding palliative care his mother received at a Covenant facility in 2017, driving his passion for investing in community health and wellbeing.

Tim Spelliscy Headshot

Tim has 42 years of experience in the broadcast media industry, spending the majority of his career at Global Edmonton (CITV). During his time with Global Television, he held various local and national positions, including Station Manager for Edmonton and Vice President of the Prairie region. He retired in August 2017.

Tim’s community involvement has been extensive. He has worked with many organizations as a speaker, fundraiser, board member and media adviser. His involvement includes work with The Edmonton Oilers Community Foundation, Catholic Social Services, Archdiocese of Edmonton Professional Ethics and Abuse Prevention Committee, The Friars Dinner, Western Catholic Reporter, LaSalle Residence, Lurana Shelter, St. Joseph’s College, Star of the North Retreat Centre, and ALS Society of Alberta.

His contributions have earned him several prestigious awards. In 2012, he was awarded the Queen Elizabeth II Diamond Jubilee Medal for service, excellence, and community involvement. He also received the Lifetime Achievement Award from the Radio-Television News Directors Association of Canada in 2011 and the 2006 Kevin Carr Christian Leadership Award from Newman Theological College. He brings this tremendous dedication to his community to the table at the Covenant Foundation Board of Directors.

Anna May St. Amand Headshot

Director

Anna-May is a financial executive and business leader with more than 10 years of professional experience in financial management, business leadership and corporate strategy, in private, public and government practice within large scale financial environments.

As Chief Financial Officer, Anna-May is responsible for planning, implementing, managing, and reporting on TNDC’s financial activities, including financial budgeting, forecasting, and management, and leading the finance and accounting team.

Prior to TNDC, Anna-May spent several years in financial management and leadership positions, most recently with the Government of Northwest Territories as Executive Director. She previously served as Chief Financial Officer with Det’on Cho Management LP and Controller and Financial Planning Manager with Northwest Territories Housing Corporation.

Her extensive experience has fostered a vast understanding of working in the Northern environment and within the Indigenous businesses space. She has earned a reputation for building bridges and fostering effective relationships with all levels of stakeholders.

Embracing a strong commitment to life-long learning and education, Anna-May is a Chartered Professional Accountant (CPA), Chartered Accountant (CA), a Certified Fraud Examiner (CFE) and holds a Bachelor of Business Administration (BBA) and Master of Business Administration (MBA) through the University of Alberta.

She served as Vice-Chair of Chartered Professional Accountant of the Northwest Territories/Nunavut Governing Board and received the Early Achievement Award from Chartered Professional Accountants of the Northwest Territories/Nunavut.

 

Ashveen Soochit Headshot

Ashveen Soochit brings over a decade of experience in public administration. As the Founder and Director of Innovate Within, he empowers organizations to develop sustainable strategies, implement robust governance frameworks, and foster inclusive practices that drive meaningful change.

Ashveen has contributed to governance practices by developing frameworks that include Environmental, Social, and Governance (ESG) principles. His efforts have enabled organizations to achieve sustainable goals, build stakeholder trust, and create more inclusive workplaces. His work includes designing DEI-focused workforce strategies, facilitating cross-functional collaboration, and improving decision-making through strategic control frameworks.

Committed to giving back, Ashveen actively volunteers in leadership roles that create meaningful impact. He has led campaigns for United Way as a chair and treasurer, chaired diversity and inclusion committees, and served as a reservist in the Canadian Armed Forces. He also served on the Deputy Minister Engage Lead Committee, contributing to initiatives that strengthen organizational culture and drive collaborative leadership.

Wendy Dugas has over 15 years of experience in the nonprofit sector, holding executive positions with a variety of local organizations. She has been the chief executive officer of the Alberta College of Paramedics, the regulator for the paramedic profession in Alberta, since 2018.

Born and raised in the Netherlands, she completed her university degree with a major in human resources before moving to Canada in 2000. Her experience working with United Way of the Alberta Capital Region, the Stollery Children’s Hospital Foundation, Ronald McDonald House and the Glenrose Rehabilitation Hospital Foundation cemented her passion for community development, governance, organizational excellence and stakeholder relations.

Wendy obtained the Institute of Corporate Directors director designation in 2022. She is an active community volunteer and serves as vice-chair of the Jessica Martel Memorial Foundation board and as vice-president of the Caregivers Alberta board. She is also a member of the Alberta Federation of Regulated Health Professions board and the CarePros Advisory Board.
